Here’s a fool who might rush in

Joe Biden is seriously considering running for president in 2004, according to Larry Kane of the Philadelphia Inquirer, a long-time Biden watcher. Kane speculates that, while President Bush must be “salivating” over the prospect of running against Kerry or Dean, Biden “could be his worst nightmare: a senator with actual charisma, and a man with more experience in the dangerous worlds of intelligence and foreign policy than any other lawmaker in Washington.”
As something of a Biden watcher myself, I find it difficult to take Kane’s assessment seriously. Biden has charisma when he starts a sentence, but that quality has usually vanished by the time he finishes it several minutes later.
