Bush Appoints Pickering

President Bush has appointed Charles Pickering to the 5th Circuit Court of Appeals. The recess appointment is good until January 2005. Conservatives have been urging President Bush for some time to use his recess appointment power to bypass the Democrats’ Senate filibuster. This signals, I assume, the administration’s intent to set the stage to use the judicial issue in November’s election campaigns.
