on the election procedure front isn’t all bad. The Columbus Dispatch reports that a federal appeals court has ruled that provisional ballots cast outside the voter’s own precincts should not be counted. This overturns a lower-court decision that said such ballots are valid as long as they are cast in the correct county.
This decision helps, but it seems pretty clear that the judicial process cannot keep pace with the abililty of Democrats to game the system.
Via No Left Turns, which also reports that the Columbus Dispatch has endorsed President Bush. The Dispatch has supported every Republican presidential candidate since 1916, but reportedly was wavering this time.
