Psy ops at the Times?

Is James Baker’s New York Times column regurgitating the usual cliches about the right way to achieve the cessation of the PLO’s war against Israel (that is of course not the way he poses the issue) a form of psy ops akin to the psychological near-torture condemned by the Red Cross in connection with the Guantanamo detainees? It certainly feels that way to me: “Talking our way to peace.” Whatever James Baker wants — I’ll give it to him if he’ll only shut up.
