The Task That Awaits Wolfowitz

Watching America linked to an open letter to Paul Wolfowitz from a Ghanian. Of course, I don’t know anything about the projects referred to, but the letter sounds plausible. The sort of corruption it describes has been all too typical of international aid efforts:
