The not-so-great compromise

A group of Senate Republicans, led by Majority Leader Frist, has reached agreement on a compromise immigration reform proposal. The proposal seems to conform to my concept of a bad immigration bill — it provides the certainty of benefits for illegal aliens with only the promise of future enforcement. David Frum has the same concern.
