Uncertain shield

With Porter Goss out at the CIA possibly due to tension between him and the Director of National Intelligence (DNI), this is a good time to turn to Judge Richard Posner, who has become an expert on the recent reforms that interposed the DNI between the CIA Director and the President. As it happens, Judge Posner has a new book out on the subject — Uncertain Shield: The U.S. Intelligence System in the Throes of Reform.

It’s my policy not to talk up books before I have read them. However, having read the book Posner wrote last year on intelligence reform, among other related issues — Preventing Surprise Attacks — I have no hesitation in calling attention to his latest effort.
