Buoyed by their peackeeping effort in South Lebanon, which consists of doing nothing to prevent Hezbollah from re-arming while threatening the Israelis when they conduct aerial surveillance of the rearmament, the Europeans are now hoping to provide the same sort of service in the Gaza Strip. Palestinian officials naturally are delighted, since the international force would protect their terrorists from the Israelis. However, the Israeli government is not enthusiastic. It has complained to Spain, whose leftist prime minister is behind the plan, that Israel was not consulted.

The proposed peacekeeping force cannot become part of international Quartet's "peace process" unless the U.S. signs on. One hopes that the Bush administration will not sign on.
