Trying to prevent a bad joke from going too far

Ward Connerly and 25 others (including Heather Mac Donald, Roger Clegg, Jennifer Gratz, Linda Chavez, and Grover Norquist) have called on Congress to preclude immigrants who might be naturalized by immigration reform legislation from receiving preferences based on race, sex, national origin, or color. Connerly and the others are right — these immigrants should not be eligible for preferences.
I note, however, that this group of immigrants is unlikely to receive preferences in any case. The usual beneficiaries of preferences, especially those conferred by colleges and universities, are members of the middle class who are well-integrated into the fabric of our society. I also question whether, in the rare instances where formerly illegal immigrants might be in line to receive preferences, a prohibition by Congress would actually prevent that result.
