Poll data suggest that a plurality of Badgers and Americans support Scott Walker and Wisconsin’s Republicans on the budget, but don’t support them on collective bargaining. This suggests confusion on the part of some voters: Wisconsin’s budget crisis, like that in a number of other states, stems from the structural imbalance that results from the government-supported power of the public employee unions. The budget issue cannot be solved without addressing the collective bargaining issue.
