President Bush is in Botswana, a major African success story. I don’t know as much about Africa as I would like to, but while that continent has been mostly a disaster throughout recorded history–with the colonial era being the one relatively bright spot in recent centuries–it is important to distinguish between those countries that seem hopeless and the smaller number, like Botswana and Senegal, that are making real progress. The common denominator is free enterprise. Africa is like anyplace else; if people are free to try to make money, and if they can count on keeping what they earn, progress will be swift. Unfortunately those conditions prevail over only a small portion of the continent.
