Diana West shares my concern that a tension exists between promoting democracy in the Middle East and taking vigorous action against terrorists and the states that harbor them. But while I simply want the Bush administration quietly to ignore the first goal when it conflicts with the second (as the administration sometimes does already), Diana would like President Bush to announce a major change in course. Here is part one of the speech she thinks the president should give. Part two will provide specific new steps associated with that the change of course.
