The reports from Pennsylvania are mixed. There appear to have been significant problems in inner-city Philadelphia that could have resulted in fraud being committed. The Santorum campaign reports that turnout is high across the state, but rather low in Philadelphia. They also describe “massive problems” with voting machines across the state.
