How not to promote democracy, in Cuba or at home

My Examiner column takes a look at congressional efforts to revise U.S. policy towards Cuba, and the odd reaction of some Democrats to the dissent of Democratic Senator Robert Menendez on this issue. It concludes that neither Cuba nor our own democracy is well-served.
