When the United States sought to return to planeloads of illegal aliens to sender yesterday, Colombia’s Marxist president Gustavo Petro turned away the planes. Among the announced measures was an emergency tariff of 25 percent to hit Colombia in the pocketbook — the new meaning of Petro dollars.
