Afghanistan is a place where, for hundreds of years, the news has mostly been bad. With the drafting of a new constitution and elections in the offing, perhaps there are grounds for optimism. Earlier today, as part if a U.N.-backed effort to disarm Afghanistan’s various militias, hundreds of Mujahedeen, saying they were “tired of fighting,” surrendered their weapons to the International Security Assistance Force near Kabul.
