Secretary of State Marco Rubio has been testifying before the House Foreign Affairs Committee, ostensibly on the State Department’s budget. But Democrats on the committee have no interest in any legitimate oversight role. Nor do they have any interest in asking Rubio questions. They proceed in what has become the usual style: they harangue the witness, often with an affect of insane rage, and the witness may or may not have time to respond to the attack.
Here are a couple of examples, courtesy of PJ Media:

JACOBS: Who won 2020?
RUBIO: I'm not answering about 2020, this is a FOREIGN AFFAIRS COMMITTEE
JACOBS: You can't admit the shoes Trump bought you are too big

The obvious question is, why do they do it? What purpose is being served? They get no information, they perform no oversight, and to any normal person they look terrible.
And yet, the practice is consistent, not random, and they can’t all be stupid. So what is going on? I think it must have to do with the current mania for video clips. I think these Democrats, in both the House and the Senate, harangue administration witnesses so that they can create a short video clip, not of the witness, but of them. They must be posting these clips where I don’t see them–BlueSky, for instance. (Is anyone on BlueSky? I don’t know.) Or using them in campaign ads, sharing them with donors, etc. While a normal person may think they come across poorly, such clips would be a way of cementing their position with their base–they are standing up to the hated Trump administration!
Seems strange, but I can’t think of any other reason why they would bother to do it.
