My former law student William Josten has kindly directed us to the online text of the Under Secretary’s response here. I haven’t read the whole thing yet, but I think the following comment at page 51 on the findng that it is “improper” to point out “fundamental problems” with specified findings of the Intelligence Community: “The implication is that the IC may not be criticized at all.”
